Every single tool that is in the Control Panel is signified with a .CPL format in the Windows Operating System. The .CPL extensions in the Windows OS are executed automatically while the user starts the Control Panel feature. However, it may happen that the Control Panel files are often loaded using all the entries that are in the [MMCPL] part of the Control.ini file.

A quite common problem is the lack of application in the appropriate version. Even if you have an application, with the help of which you should open the .CPL file, you may have a problem with it because of its version.
